Looking to buy, need help.

I'm looking at a 1998 Ford Ranger 4x4 and in the ad is says it needs a couple different things, one of these things is a "clock spring bearing"
Personally, i have never heard these 3 words put together in my life so i have not the slightest clue as to what it is, and what it takes to fix. If anyone could help me with this it would be greatly appreciated.

If it's in the wrong section of the forum i apologize, but being that i don't know what it is, i don't know what section it's supposed to be in.

The clockspring is located behind the steering wheel.

I had to look it up because I didn't have an exact idea what it did.
