Icon5 New Rotor rubbing on inside shield - photos

Hi there, I recently replaced my front rotors and pads on my 2007 XL 2.3, once I reinstalled the rotor I found it was rubbing against the inside shield. Not the braking surface itself but the radially slotted piece that is on the inside of the rotor, rubbing an extended piece of metal. (not sure its purpose...air movement?)

I reused the seal and bearings, as they were practically new, and the other side which I changed is not having this problem. Any ideas? Did I over-tighten the bearing adjustment nut?

That is the ABS system. The part sticking out is the sensor, and the 'vents' is the tone ring that it reads. not sure why that would be happening, though.
