trouble starting

hello guys i got a 94 2.3 5 speed. sometimes it wont turn over. i thought it was the starter cause when i would tap it with a hammer it would turn over. so i pulled the starter and got it tested well it passed 6 times in a row. well i put the starter back in and cleaned all connections up and she started fine fro a few weeks no problem. well today it wouldnt turn over so i did the old hammer tap trick and it did the same thing.. nothing at all. it dont click nothing. im thinking its the ignition switch but not to sure. what do you guys think???

Vehicles are now equipped with an NSS(neutral safety switch), for automatics this is a switch on the transmission, for manuals it is a Clutch Pedal switch.

So clutch pedal must be down or starter will not turn, the Ranger manual trans NSS is on the clutch pedal push rod where it goes into the clutch master cylinder, it clamps on to the push rod and can be removed, when you push down the pedal the NSS clicks closed and allows the 12volts from the key switch to go to the starter solenoid.

This is the pathway
Battery(12v)--------ignition switch(key)---------NSS(clutch pedal)-----------starter solenoid
