Why do you think its a fuel delivery problem?
The B2300 is the same as Ranger 2.3l of same year, just FYI
Most common issue with the 2.3l engine of that vintage was a broken timing belt, does not hurt the engine, but will not start
Look behind the timing belt cover and see if the belt/cam gear is turning while some one activates the starter motor
Spark and injectors will still work, but no start
Most reliable test when you have a Crank but no start is the 50/50 test, used since the 1890's and the first gasoline engine, so it works, lol
Spray fuel into the intake if the engine
Try to start
If it fires up and then dies then Spark is OK but no fuel delivery
If it does not fire/start then you have no spark, or in that case of the 2.3l no compression
