If your truck was meant for upper US or colder areas, they usually come equipped with them, Being from Canada , 99% of vehicles here come standard with em.

You can also get what is called an inline heater, which is essentially a pump that heats and circulates your coolant constantly while plugged its plugged in.. a little more involved to install that a block heater, but your interior stays a little warmer if you have the heater set to the on position.... doesn't have to be running, just the radiant heat from the circulating fluid warms the truck a bit more than a block heater.

My 99 has a block heater. The first person who purchased the truck bought it in Portland Oregon.

I have one of the plugs as well, but mine is actually a battery warmer. I thought it was a block heater at first, and I was happy. Then I followed it to the battery.

I have both on mine, Although I live on the east coast and where I am at the weather doesn't get super cold, I am still grateful for the battery warmer mostly.. you definitely don't want to freeze your battery... That's just bad voodoo..
