I Worked at a Ford Dealer in sales for 2 years.It is the Trim package. Cloth Split bench seat, carpet and I belive the Dash has the Tach as standard options.Also has the Chrome bumpers and Grill. Mine is an XLT...Automatic and CD player., No Power windows, no Power locks/keyless, no tilt. Like I said...it is just a trim package. You can Get a stripped down XLT

The 4x4 XLT Value package is just another option group available on an XLT. It does not define what an XLT is.
All late model XLT's have come equipped with a carpeted floor unless it is deleted by another option (like the 4x4 Value Package or the current FX4 packages). It is one of the things that differentiate the XLT from the XL. In fact, in 2006~2007, the XLT is the ONLY Ranger that has a carpeted floor. All other models have one of two versions of the vinyl floor.
Base XLT content varies from year to year but often includes features like chrome bumpers, cloth seats, a fancier wheel and grille treatment and XLT badging. As stated above, the XLT is a trim package. Other option packages like the Power Equipment Group and Tilt/Cruise are offered separately.
