I have replaced the relays and the distributor, coil and the electronic engine control computer. And nothing has helped. Does anyone have any ideas? The fuel pumps will run when being jumped by test fire but will not come on when you turn the key on.

Welcome to the forum

There are 3 main relays in the engine bay
BROWN base relay is the EEC Relay, it powers EEC(computer), Fuel pump relay, fuel injectors and spark when key is turned on.

GREEN base relay is fuel pump relay

In 1986 the Starter Relay(starter solenoid), on inner fender, is the Power Distribution point for the engine.
Battery Positive cable runs to larger post on the starter relay, and that's the Power Distribution point, all 12volt power comes from this post.
This post will have several other wires on it, and a few Fusible Links
A fusible link is a "fuse" but "looks like" a wire, it will burn out/separate without causing a fire.

EEC relay and Fuel Pump relay get their 12volts to pass on from fusible links connected to Power Distribution post

So key OFF, pull out EEC Relay, use a volt meter and test each slot in the BROWN base for 12volts
1 Slot should have 12volts, thats full time power from fusible link.
If no slot has 12v then fusible link is blown, you need to unwrap wiring harness, its best to use another fusible link but inline 30amp fuse is OK

Do same test on GREEN base, 1 slot should have 12v all the time

Key on
Test each Base again, a second slot should now have 12v, that means key ON is working to power up the relays

Key off, put relays back in
Key on(EEC Relay should "click" closed)
test for 12volts at any fuel injector, they should all have 12volts with key on
Also test Coil, it should have 12v with key on
If no 12volts at either then EEC relay "power out" wire(Red) is not working, this wire is spliced to coil, injectors and EEC(computer) and powers all of them
