2011 XL 4.0 noisy relay static turn signal

2011 XL 4.0 noisy relay static turn signal
Greetings,
2011 4.0 4x4, 80K, has been reliable for the past year of ownership.
Currently I'm getting a "chattering, clicking,static noise" from under the driver dash, I've found the noise emanating from the hazard / turn signal relay FoMoCo # 9L5T-13350-AB
Noise is there when truck is running, also when the truck is shut down, key out.
Noise can be stopped by engaging the turn signal, whether ignition is on of off.
Looking and searching through the forums it appears that the wiper / turn signal assembly could be the culprit? Or could it be just the relay?
All help and info is appreciated.
