95 2.3 5 spd, parking brake, down to the floor has little or no effect on the trucks movement. Needs to stay in 3rd while parked on any sort of incline. What would be the first steps to correcting this?

I just purchased a 1997 Ford Ranger XL wheelbase 108" a week ago. The parking brake was not working and the front brake cable was broken, so I purchased a new front cable for a 108" wheelbase and could not reach the other cables. realizing my passenger side cable was frozen I went ahead and bought new cables and a brake shoe kit. I put everything together and found that the front cable was too short about 5"; perplexing.
Looking at the Rockauto website, I looked up the parts for my truck and found the specs for each of the 3 cables. I took everything apart again and measured the lengths of the cables and they matched according to what Rockauto listed the specs as being. I put everything back together again on the truck. still too short about 5". I looked up the front parking brake cable for a truck with a 114" wheelbase and wouldn't you know it, this cable is about 5" longer.
I ordered the front cable for a 114" wheelbase today. I will let you all know how this works out.
If this does not work I will be buying myself a swaging tool where I can make my own cables; perhaps I might find a better solution in the future. If anyone else has experienced this issue, please let me know.
