ABS detective work requested

ABS detective work requested
I purchased a 1999 Ranger XLT 4x4 with a blown wheel cylinder and near-empty master cylinder.
After completely replacing rear brakes, and inspecting front brakes (they look good), all brakes work.
But: The ABS kicks in at low speeds. And the brake pedal is generally hard.
So: I cleaned and reinstalled all ABS sensors.
Now: The ABS light is on all the time. The low-speed ABS issue is gone, because the ABS system is now inactive.
Anyone have ideas on how I can resolve this issue?
Thanks!
