AC blower problem

Hey, got an '09 Ranger, having problems with ac not blowing like it should. There isn't a big difference between low and high, there's a definite difference in sound, but no difference at the vents. Its cooling fine, evaporator isn't clogged, blower motor is good, would the blower motor resistor cause such a problem?

Thanks,
Jared
