Bolts for frame cross-member that holds transmission seem loose

Icon5 Bolts for frame cross-member that holds transmission seem loose

On my '89 Ranger, the bolts seem loose -- or at least not tightened all the way -- on a frame cross-member that supports the transmission. Please see the photos. The bolt on the other side of the truck looks the same.

Is this normal? Should I try to tighten the nut to take up the slack near the bolt head? If so, what is the torque specification?

They don't seem loose, they ARE loose. haha,

For something like that, just get them snugged up. If it happens again for some reason, I would add some blue Loctite to the threads to help keep the bolt from vibrating loose.
