Can't find my fuse box in my Ranger?

Can't find my fuse box in my Ranger?

I got a 2004 Ford Ranger Super Cab and I can't seem to find the fuse box. I checked the left side of the steering wheel next to the kick plate already and I can't seem to find it. I bought this car used so I don't know if it has been altered in any way

The following is from page #137 of the owners manual (Download here: 2004 Ford Ranger Users Manual).

Passenger compartment fuse panel: The fuse panel is located under the right-hand side of the instrument panel behind the kick panel.
