Where is the fuse for the dome and cargo lights on a 2008 F-150? Also, assuming there's only one fuse, does it control ONLY the dome and cargo light?

Yes, in Rangers there was just one fuse for dome/cargo light nothing else was on it
But the dome/cargo light was activated by a switch INSIDE the dimmer wheel for dash lights, rotated wheel all the way UP to activate dome/cargo light
If that switch is broken then you may not have dash lights either

Again, this is for RANGERS(1983-2011) not F150s of any year
