Yes, the 2000 has a Battery Saver and it is for both the map light and the dome light circuits.
The map light wire (LG/OR) is hot always until the GEM times out the Battery Saver about 10 minutes after key off.
The dome light wire (BK/LB) is hot whenever any door switch grounds and tells the GEM to activate the Interior Lamp Relay. It is also hot when the dimming module is rolled to its extreme. In both cases, the Battery Saver Feature will turn off power about 10 minutes after the key is turned off.
Ground is not wired in the OEM arrangement. It is provided by a mounting screw from the dome light assembly into the roof structure.

well as I understand it I can touch my volt meter to either the g/o wire or the blk/blu wire and then ground the negitive of the meter and it should tell me the volts, but I have no power going to either of those wires, my fuse isn't blown, where do those wires come from I can't seem to figure it out for the life of me.

Be sure to close and open your door to reset the battery saver timer. Both circuits go dead after 10 minutes with the key off.

Both the map light and dome wires pass through the C201, which is a flat 14-pin connector located "behind the LH side of the instrument panel", according to Ford's book. The 2000 is wired a bit differently from mine so I only have the schematics to go by.
It's very difficult to tell from the picture but it looks like the 00 harness is routed from the left end of the dash, along the driver side sill to the rear of the cab, then up to the roof and forward to the dome light assembly.
On my 03 truck, the routing is under the carpet on the left side of the transmission tunnel, then under the driver seat, then to the driver side rear pillar and up to the roof by the CHMSL and forward to the dome light. You might look there, too.

bob, found out what my problem was, there is a plug that plugs into the wiring harness that runs along the drivers side of the trans tunnel plugs in there and runs up the drivers side B pillar. I plugged it in and now im getting power, both wires are working. can I hook up some LED's to use for my dome light, b/c well I can't put my stock light back up there and it would look kinda goofy. see what I mean..

You can use LEDs provided that they have the correct current limiting resistor in series. Some LEDs intended for automotive applications include a resistor sized for a 12v system but most ordinary LEDs need to have it added. More info here:

Maybe a loose connection? bad ground?

anyone have a diagram of where the blue/black wire starts from?

so its possibly my relay is bad on that as well. I found out that if I roll my dimmer switch all the way up my it will turn the light on, but if I open the door while the switch is rolled in the up/on position my light turns off. damn electrical is a pain in my *** trying to track down a problem.

bob I could kiss you. my problem all along was a faulty relay for my dome light and my hazzard/blinkers replaced both of those and Bam I'm golden. all this headache and fuss trying to track down a broken wire when it was just a simple relay.
so for those with a similar problem check your fuse and relays.

Where behind the dash exactly is the black/blue wire? I have the radio pulled out but still can't locate this wire. I took the dome light off and see the black/blue wire but I would like to tap it from behind the dash since it's much easier than pulling the headliner to tap into the wire.
thanks,
