Fuel Filler Neck Hose

So I had the problem a while ago with my old neck hose leaking and bought a replacement on ebay. I just recently went under the bed again to tighten it up again and noticed some dark grease-like material leaking from a silver plate on my hose.

What puzzles me is why there is a silver plate there in the first place. It looks like it is covering something up. Its got some tape under it and zip ties holding it in place. Is this how the actual hose is supposed to be or are these hoses used hoses that have been fixed up?

Here's a picture of every single hose I have found on ebay for my 97 and the one I have currently.

I'm only complaining because it takes me 20 minutes to pump gas again, the gas trigger stopping, after I thought I fixed the problem with a new hose. I'm willing to buy a NEW hose from ford if it's gonna work.

its magnetic to grab any metallic shards and other junk that might fall into the tank while filling.

i bought the same thing from ebay and so far i havent had any problems and ive had for about 2 or 3 months now the only reason why i bought it from ebay is cuz all the ford dealers within a 50 mile radius wantd $450 or more for the damn thing and there is no way that it should be that much
