Fuel pump need help

I have a 1999 ford ranger 3.0 l . I just replaced the fuel pump. The fuel pump I ordered didn't have a fuel tank pressure gauge so I filled the hole and installed the new fuel pump. The truck has power at the fuel pump but we still have no fuel. Why is this happening? Thank you

Welcome to the forum.

Lets back track a bit.


1999 3.0l Ranger will use a Returnless fuel system
I assume the engine stalled one day and would not start.
And that the Anti-Theft light on the dash flashes every few seconds, key off, and no Rapid Flashing when key is turned on(that means PATS anti-theft has cut off the fuel)
If your Anti-Theft light isn't working then bulb may be burned out and you do have a PATS issue, just can't "see" that you do.

So you did the 50/50 test and added some fuel manually to the engine and it started but died.
So you knew Fuel was the issue not spark, 50/50

Then you checked the Fuel Pump fuse, 30amp, and the Fuel Pump Relay, when key is turned on that relay(engine fuse box) clicked 2 times, clicked on then 2 seconds later clicked off

The Fuel pump needs 12volts and a ground to run, the computer monitors this 12volts so that wire, with key on, will always have 5 to 7 volts on it from the computer, but no amps so this can't run the pump, you need the full 12volts.
And that 12volts is only there for 2 seconds just after key is turned on, you can turn key on and off as much as you want when testing.

If the 12volts is there then new fuel pump is bad, if it is a 3rd party pump then not that unusual, if it's a motorcraft pump(Ford) then it would be unheard of.


FORD PATS(passive anti-theft system)
Ford Vehicle comes with 2 or 3 unique PATS keys, each key has an RFID tag embedded in black plastic end of the key, it needs no batteries to work.
The computer or PATS module is programmed with those 2 or 3 unique numbers at the factory.
When you turn on the key there is an antenna around the key slot, it broadcasts a pulse and then "listens" for the response from the RFID tag, if that number matches one of the numbers in memory then computer will allow fuel injectors to work, if there is no match or no number then computer will disable fuel injectors and PATS anti-theft light will flash rapidly.

PATS keys can be tested and Mobile Locksmiths can add PATS keys to an existing system, assuming you don't have a working PATS key.
If you do have only 1 working PATS key then I would advise stopping by a Locksmith that has Ford software and getting 2 more PATS keys to have as spares

The theft light flashes every few seconds. How do I turn off PATS anti-theft fuel cut off? I disconnect the fuel line after the filter and no fuel came out.

Can't "turn off PATS" wouldn't be much of an anti-theft system if you could.

But if Anti-theft light is working, and NOT flashing rapidly when you turn on the key then PATS isn't the issue.

If fuel line is disconnected and you cycle the key on a off a few times and no fuel comes out then pump is not working
Fuel pumps are not quiet, you can easily hear them run for that 2 seconds each time the key is turned on.

If you don't hear it then it is broken or not getting full 12volts

And just to check............there is gas in the tank right?

Ok the pump power does not go to 12 volts once the key is turned but it sits at around six volts. What does this mean?

The 6 volts is from the computer, it monitors fuel pump voltage, it has no amps just 5 to 7 volts so no power is going to fuel pump.
The 12volts will only be there for 2 seconds just after key is turned on, you can cycle key on and off as much as you want it won't hurt anything.

In the engine fuse box there will be a 30amp Fuel Pump fuse, and a Fuel Pump relay.

Check the fuse, could also be 20amp, try fuse #9
And if possible have someone turn on the key while you have your finger on the FP Relay
You should feel it click once and then click again after 2 second, a quick on and off.
The EEC(PCM) relay next to the FP relay will also click but just once.

There is also a WOT(wide open throttle) Relay, the FP Relay, EEC Relay and WOT relay are the same type of relay.
The EEC relay powers everything, computer(PCM), fuel injectors, FP relay and spark so you don't want to remove/swap it.
But you can swap FP relay and WOT relay if you want to see if FP relay is bad.

In the passenger side footwell or kick panel is the inertia switch.

This switch OPENS to cut fuel pump power if truck is in an accident or Roll Over.
It has a Reset Button.
Once an inertia switch is "tripped" it can be reset but needs to be replaced because it becomes over sensitive, slamming the door or hitting a bump hard can cause it to "trip" again.
