Looks to be the Vacuum line that comes from the AirCon controls in the dash
& should be connected to the HeaterControlValve (shown in the lower right of your pic above).
This BallValve operates VacToClose & is On\Off control for Coolant to the HeaterCore;
factory Valve is junk PlasticMoldedPPS that's likely to crack+leak;
consider replacing it with an older style Metal HeaterControlValve. Click here for more info on the HeaterControlValve.
