So it has PATS(passive anti-theft system)
There is a Theft Light on the dash, can look like a padlock
It should come on with key on and then go OFF, if it Flashes then Anti-theft has been activated so no starter motor and no fuel pump
Flashing Theft light will start to flash a 2 digit code after 45-60seconds, a 1 followed by 1-6 flashes, that tells you why anti-theft was activated, it repeats several times
If you attempt to start engine 3 or 4 times with Flashing Theft light, computer will shut down for 60-90 minutes, as anti-theft prevention, unhooking battery doesn't help, its capacitor timer, you just have to wait, even if you fix the PATS issue
If Theft light comes on and then goes off PATS is working OK and your key passed the test
Next would be Neutral switch, clutch pedal switch for manual trans, DTR sensor if automatic
If Automatic try shifting out of Park to Neutral and try starting, if shifter is loose it sometimes can't get DTR sensor back fully to PARK so no crank
Also check fuse 21 in cab fuse box, that transfers 12v to starter motor relay

Thanks so much, your knowledge paid off, it ended up being the factory security system as you mentioned. it turns over now but I'm not getting fuel now, I'm assuming the two are linked. all I did was turn the key to the on position and disconnect the negative terminal Any information is greatly appreciated, thanks again
