First guess would be a bad inertia switch, next thing to do is check every fuse assuming your description is right. Because if you are SURE that you have power on the 12 volt leg of the relay you can pop the cover off of the relay and see if the relay clicks when you turn the key to the on position. If it does that you have power, you have ground and you have signal at least up to the fuse box. If the relay clicks and sends fuel to the rail the injectors should spray unless the rail is completely clogged. Or you could be out of gas...

the relay has four wires hot wire, wire to pump ,hot wire when switch is on & the other wire traces from computer shows to be hot also & all three wires to injectors show hot . you can jump across the relay and get plenty of fuel to injectors they just don't seem to be spraying into cylinders.thanks jayt202

How much pressure do you have to the injectors when you hook the guage to the rail?
Being a 20 year old truck it could have bad connections almost anywhere.
How long has this been sitting around not being run?Could be just the injectors are plugged.
I'd also look around under the dash for a hidden switch that someone may have installed as an antitheft fuel pump cutoff.

Doesn't that year have the fuel pump on the DS frame rail?

Do you get power and ground there? Can you hear the fuel pump run?

I second the inertia switch if the fuel pump isn't running. Or bad fuel pump.
