No power to OBD2 Port?

2000 Ranger
I had my check engine light come on today, so I pulled out the OBD2 and got nothing. Blank screen. Went to Oreillys and borrowed theirs, same thing.
I did see that fuse 17, which it shares with a cigarette lighter, was blown. I swapped that out and still no life. I have checked every single fuse in the interior panel and under the hood. I have tested the port with a multimeter and confirmed that it's not getting any power.

Anything else I can check? It looks like the wire supplying constant 12v is orange, but I lose it in the wiring bundle and can't pick it back up. Before I start digging out diagrams and chasing wires, is there anything else I should be looking into?

Should include year of the Ranger with questions

1997?

In a 1997 Ranger fuse #5 in cab fuse box, 10amp, is for the OBD2 port power, and Ford calls it the DLC, data link connector

Yes, in later years it was on the same fuse as the cigar lighter, and Cigar ligher what Ford calls it, not a cigarette lighter, they have a different name for everything, lol

Sorry- edited to include year. 2000. I found the fuse it's linked to (17), and it's fine. I checked every fuse on that truck.

In 2000 fuse 17, 25amp, does power the cigar lighter and DLC, does cigar lighter work?
If not pull out that fuse and test its terminals for 12volts, one should have 12volts all the time
Could be a fuse box issue
Fuse 21 in cab fuse box is for the 4-way flashers, do they work?
Fuse 21 and fuse 17 share the same "bus" in the fuse box

2 wires come out of fuse 17
Light blue/white wire to cigar lighter
Orange wire to DLC pin 16

Yea, that cigar lighter works, and the 4 way flashers work. Everything else works except that port. Orange from the port (pin 16) just goes to that 17 fuse?

Yes, direct wire to fuse 17 in 2000 Ranger, and yes an orange wire

Power 2 at the upper right shows cab fuse 17

Obviously the orange wire is disconnected in some way, if the issue is not IN the DLC connector then finding it in the main harness will be a hard task
Might be easier to run a new wire to cigar lighter's blue/white wire and splice it into orange wire, you will not be using BOTH at the same time, lol, so not an amp issue for the blue/white wire

Makes sense. Super helpful to know where the orange wire goes. On my diagram, there was limited info. I'll check the connection at pin 16 first, but if that's not the problem I'll take your advice of running a new wire.
