Key off, engine still running. Put in new switch, operated it manually and the same problem. Manual operation should eliminate actuator rod trouble. So is there another source for this condition?,

With key off or manually in OFF position, are all the dash light off, and do they come on with key on?

EEC relay in engine bay is what powers up the computer(EEC), spark system, fuel system, if its stuck on then the engine wouldn't shut off with key off
