OBD2 port not working

OBD2 port not working

I own a 2011 ford ranger 2.3l. obd2 port is receiving no power, and the female fuse connectors in the fuse box in the cab are not there, there is no way to plug a fuse into the 29 or the 34 slot, as there's literally nothing to put it into. I used a multimeter on the port it's self and I can confirm after putting the negative tip to the number 5 pin and the positive tip to the number 16 pin, that it is in fact not getting power at all. Any ideas on next steps before I go gremlin chasing?
