88 2.3 ranger
what effect will occur if timing belt is off 1 maybe 2 notches ie: power, milage etc ......?

Valve timing controls compression.
If crank and cam are not timed correctly compression will be lower.
Compression = power
So lower power, and since you would have to "give it more gas" to get going, lower MPG as well.
