Red/white hazard wire always hot?

Red/white hazard wire always hot?

I’m kind of curious to know if the red white wire for the hazards going from the electrical panel on the inside to the hazard switch it’s supposed to be hot all times. Every time I put a multimeter across it it always register a straight voltage. It doesn’t flash on or off, so I’m not sure if it’s supposed to be like this or if somewhere up the circuitry is crossed over . It doesn’t matter if the ignition switch is on or off.
