A seized compressor will not keep the starter from turning and starting the engine.

If the A/C comp is seized you can unplug the comp clutch and it will be ok.

If the comp is seized AND the clutch bearing is seized then you have a serious problem and will burn the belt off the engine.

If the clutch bearing is seized the pulley may be about to fall off and even if you electrically engage the clutch all the time it may not last long.

Anything that comes off the front of the engine tries to tear the radiator up so think about that as you drive along with the belt squealing.

If the starter won't trun the engine over you have a starter related problem.

You might just need a new belt or a new tensioner.
