Spotty HIDs

So I installed my ddm 35w hi/low 5k hids a few weeks ago. Im very impressed with the light they put out, but I just have a couple questions. My low beams seem very spotty and im not sure if it is a result of my stock enclosure. When i put the high beams on the light is much more clean and evenly lit. Here are a couple pictures comparing the high and low. You can see the spottiness in the first picture on low beam.

Thats from having them in reflector housings not designed for the output of HIDs.

thats the design of the ranger housing. mine are the same way. the 02 rsx i had was perfect with hids. no spottyness at all and very minimal glare.... it helped glare greatly when i went to the "jdm" black housings
