diagnostic port 01 edge

I bought my truck second hand and I was just wondering did the diagnostic port under the steering column have a cover or is it supposed to be open it looks to me like there was a cover there or am I wrong?

supposed to be open/uncovered.

Underdog Performance does(or did...not sure) sell covers for it.
