If the 4.0L has the same air box as the 2.3L you can desnorkle it for free. I just installed a Magnaflow muffler yesterdy on my 2.3L and waiting for the Permatex copper sealant to set. Will fire it up this afternoon and can let you know what that sounds like. Mine is the drop in 2" in and 2" out. With a 4.0L I would get at least a 2.25", preferable a 2.5" and have the exhaust fabbed by a muffler shop from the cats back. A reasonable priced shop should be able to hook you up for $300 or less counting the muffler. Electric fan also would be another top choice in my opinion. Get a Taurus fan out of the salvage yard or Ebay. I have the clutch fan out of mine right now to see how it feels and I can tell there is a little more power from idle to 3k. Sorry I don't venture much past 3K on a regular basis but should continue to give power to redline. All these together should be well under your budget.

The Magnaflow sounds very good. Can barely hear it in the cab at cruising speed. Sound pretty good at crank up when I walked around to the exhaust while the truck was on fast idle. Need to get the muffler brace welded on tomorrow. I had a Magnaflow 3" catback on a 2000 F150 4.2L and it sound very good also and seemed to help the low end torque.

About the exhaust. It matters what kind of exhaust you want. Do you want loud and grunt? Or do you want a more mellow sound that sounds nasty when punching it?
I have the first option. I cut the all the factory pipe of and replaced the pipe that went under the cab with a 3" resonator pipe. That empties into a SI/DO Super 10 Series Flowmaster with the pipes coming out the side like a Lightning truck. It is def loud and throaty. I love it.
