1990 ranger restore

ok i picked this up for $200 today it runs just had to swap with one of my extra batteries. my plans are to first get it inspected then move on to bigger tires and maybe a suspension lift later. its a 2.9L 5 speed. it has a 3in body lift on it.
and it sat for about a year and a half so it needs washed bad.
some questions.
whats the biggest tire i can go with just the 3 body? 31?
and what lift options do i have? prices?

yeah i desided id go for the street look but still have a 4wd they are 195/70/15... just kidding scotts mounting me some 31's i picked up cheap so he put some old tires on rims for me for now.

and i welded up my body mount but im not a welder nor have i done alot of welding so it looks like crap but it should hold and look fine for inspection after i undercoat it.
