My 1997 ranger xlt has power lock wiring actuators and relays but no provision on the relay box for the 20 amp maxi fuse (blank connector slot). Can this be converted easily to factory power locks?

Fuse for door locks is in the engine bay fuse box
1997 should be fuse #10
But 1995/6 used fuse #5, in case it was an early 1997

In 1998, new Generation 3 models, door lock fuse was in cab fuse box, fuse 18, 15amp
Door lock Relays are in "relay box 1" which can be in different locations but always in the cab
Are there door lock switches in the doors?
I have never seen actuators installed without the whole system installed

Yes, I have had both door panels off. There are lock actuators in both doors with a harness connected to both but NO interior door switches on the inside door panel. There is a relay connected to a harness behind the glove box. The relay box under the hood does have a 20 amp maxi fuse in slot 10. It appears to be intact. I bought the truck used and it didn't come with a remote control. I acquired one and attempt to synchronize the frequency but when I performed the process 8 times with the key switch there was no response. There is also a good 15 amp fuse in slot 18 in the fuse box in the cab.

There is also a RAP module for Keyless entry, electric door locks doesn't mean it will have RAP module with keyless entry, keyless entry was an option added to the Power Group, i.e. IF you got power windows and doors, THEN you could add keyless entry
That relay by the glove box isn't for door locks

If there are no door lock/unlock buttons then previous owner(PO) may have started to add power locks then decided against it, the actuators are the cheap part, at wrecking yards.
And PO may have added that relay you found?
Or PO may have added an alarm system that had door lock/unlock function and added the actuators for that, alarm system failed, which they do, so it was removed and all thats left is the actuators and relay, by glove box is favorite place to put an alarm box, just FYI
