Welcome to the site.

Have your checked your balance on the tires? Mud on the inside of the rims? Out of round tires? All of these can cause a shake while driving.

Worn suspension components can also add to the issue.

PS whine... most say it is normal for Fords... not always the case... https://www.google.com/search?q=ford...client=gws-wiz

it sounds like you still have air in the system.

A little whine is fairly common in some of the Fords from that era, but it sounds to me like you still have air in the system and it needs to be bled some more. Easy first check, anyway.
(I suppose it's possible you swapped the power steering fluid lines, but if it's full of fluid and you reversed the lines by mistake the shaking would be so bad you wouldn't be able to drive it... like, break your thumb kind of violent!)

Re-bleed the system, it can take longer than you think.

If that doesn't fix it, my second suggestion is to check that you still have the rotary control/check valve in the high pressure hose port of the new rack. Rebuilt Ford units often don't come with them because they get taken out during the rebuilding process and for whatever reason not replaced. This valve is necessary for the rack to function properly, and if missing can exhibit similar symptoms to what you're describing. If you still have your old rack you should see it in the port.. looks kind of like a large button cell battery, and it's held in with a clip.

But try re-bleeding first!

Cheers,
Aaron
