97 ranger won't start please help if u can thanks

hi i'm new to this forum ,i have a 97 ranger reg cab 2.3 5speed 105k miles, its been sitting for 2yrs, replaced solinoid,fuel pump,battery, the fuel pump relay is vibrating,anyways its fluttering making noise so i replaced it and its still doing the noise thru the fuel pump relay, the fuel pump was good i just went ahead and changed it ,it will run on starting fliud,so crank sensor is good,coils,wires,plugs good,getting 35psi on fuel rail test port so fuel to rail is good so that leaves regulator and injectors right?????? i tried to put amy ob2 scanner on it to see what ecu was doing and it wont scan,erase or anything ,its getting power,i even tried my buddies 2000 scanner and it did the same thing like it wasn't hooked up ,i'm thinking computers bad perhaps,don't understand the noise out of the fuel pump relay anyone ever had this problem doubtful but if anyone has the knowledge or has run into this problem before or have any reasonable explainations for this please feel free to tell me please thanks,

There's a fuse that runs the OBD2 (< I think is what it's called) port, it also runs your cig. lighter.

Replace the fuse and see if it'll scan then.

checked it before and just replaced fuse fuse was good before and i went ahead and swapped it with a new one and still won't link to scan vehicle, its a 300dollar innova 3140 reads ob1 and ob2 tried snapon scanner still did same thing my check engine light flickers with the fuel pump relays flickering noise ???? i'm stumped any other suggestions anyone please thanks truck turns over great just won't start check inertia switch and i tripped it then reset it, whats next ?????

If the fuse is good the next thing is a bad wire or your computer is bad.

Mine did the same thing, I checked the fuse it was good, checked the wire it was good, turns out the computer was bad.

check the wiring, if it's good then somethings wrong with your computer

what wire fuel pump relay wire or wire to scan port ? i've been thinking computer but its just wierd because it will start and run on either, but i guess if signal from ecu to fuel pump relay or injectors i don't know because i'm getting voltege to the injectors, but unsure did yours do the exact same thing with the relay making wierd noise and not able to scan computer for codes ?

Mine just wouldn't scan for the codes, it said "link error" whenever I tried to scan it.

check the wire to the scan port.

If you're getting fuel to the rail, and the injectors are getting voltage but it's starting and running on starter fluid then it could be the injectors stopped up.

Either way the scanner should pick up the computer at that port.

gonna try that scan port wire hoping that will give me something to go from other than my experience i'm a mechanic and i don't know everything but sometimes its the small stupid overlooked stuff thats the problem,but still wondering why my fuel pump relay makes the noise i tried a new one and still does it ???

well i checked and wiggled the wire 2 the port i tested power pin and test light lit up so gotta be computer right or ?

I would say so.

sounds like what mine did, the port was getting power but it never would read the computer.

wher did u get your computer from,used or new and did u have to reprogram it or was it the same and u just plugged it in and it learned itself or ???

I found it on carparts.com

I had to get the PATS set.... IDK if you have pats or not on a 97.

I know my escort doesn't have it and it's a 97

If it doesn't have pats it's just plug and go

BTW: There will be a # on the computer that you will need to match to get a replacement

mine has the bigger letters and numbers that say cys2, and the computer i found that i'm going to get has those same cys2 on it for 2.3 5 speed like mine hoping that will be the same for my truck its 40 bucks but 2hrs40mins away 5hr road trip oh well and what is PATS not sure if it has that or not ??

not sure it doesn't have any security system on it ,the key doesn't have a chip in it so i'm thinking i should be ok but if not how much did that run you in cost to have it set ??

If it doesn't have a chip in the key then you don't have pats.

It was $85 for a locksmith to come out and do it tho

I would check the Amps on the Relay connector and if you have an old(analog) multimeter or a scope I would check a signal connector on the relay. If you see fluctuations then remove all non critical fuses and try again. Also check the current on the PCM
and go from there

You need to figure out if your problem is electrical or mechanical.

in my last reply i stated it was the computer like i thought at first but wasn't 100% sure but it was problem fixed but thanks for the input ,if anyone has this similar problem here's your fix. thanks 2 all
