Bilstein 4600 too short

Bilstein 4600 too short

I'm struggling to get new Bilsteins installed on the front end of my 2004 Ranger FX4. The problem is they appear to be about half inch too short. The bottom of the shock doesn't quite line up with the lower control arm. Could this be caused by having the torsion bar fully cranked? This is a new truck to me and I'm not sure what the previous owner had done to level to truck.

Is there a simple fix to this? crack the tbar? slowly lower the truck til the shock seats properly? Raise the lower control arm with a jack?

Any help at all would be greatly appreciated.
