i wouldnt just cut..if you do notch it and bridge is and fill in the gap, like cut out and where its open take a piece of flat metal and roll it to shape, bend it or what not to make it whole again..
and if you do cut it NEVER MAKE 90 DEGREE CUTS round them off
90 degree cuts are stress points and will crack over time

that looks like it is the carrier bearing crossmember that was on my truck......i talked with a Ford engineer who said it wasn't a structural part of the frame and taking it out wouldnt hurt anything......
i haven't had mine in there for about 2 years..........ripped it out when i switched to the 1 piece drivshaft....

are you sure it does not hold the tank?
