Mine came out with a die grinder.. They were rusted in, so I figured new bolts would be in order...

It's called a using an open end wrench to pry the head away from the shackle. If that fails, use a screwdriver or centerpunch to drive the bolt out. If that fails, cut it. lol.

LOL. Cut the shacke off above the bottom bolt and get the leafs out of the way and it'll help you get at the top bolt. If you still can't get the top bolt out, cut the head off.

I combo of a torch, spray nut off or other bolt remover, asortment of pry bars, sockets and wrenches. When you fianlly get mad enough you'll take the entire leafs right off the truck take a cut off torch, cut them off. put new bolts and go from there.

The bolts get stuck in the bushing

are you trying to get the nuts off of the bolts out? if you are trying to get the bolts out like you said then you need to jack the truck up by the frame to extend the shackle away from the frame and make room to get the bolt out.

just to clarify, the bolt that attaches shackle to leaf came out to problem, the bolt that attaches shackle to frame came out of the bolt with a little help from a breaker bar, the problem is that the bolt wouldn't come out of the shackle...
