temp gauge problem

temp gauge problem
im asking for a friend of mine here, but hey, maybe someone knows.
his Ranger is an 01 with the 4 banger in it. lately, he can be driving it and the temp gauge falls to cold or bounces around a bit. he will turn it off, and start the truck again. it will be fine for a while then start reading bad again. either read way too high, or start falling.
he has replaced the sending unit, and went as far as to change the cluster as well. it still does it. is there somewhere else that hes not getting?

My son has a 95 Ranger 2.3 engine. His CEL is on. Easy, I have a P1444 from the Zone. But I also noticed that his Temperature Guage was just about coming off the Cold pin. I also have a CarChip, which showes that the engine is running around 150 degrees, when I got the laptop computer running the CarChip program, and it confermed the P1444 Code.
I would expect that the engine themperature should be closer to 200 degrees, and that changing the thermostat should be the first step. I know that this is not directly tied to Emissions like the P1444 code, however this engine has been giving wierd codes for some time now.
There are things that make this interesting to me. He is in the ARMY and the truck has been sitting for some time. His commute is only about 2 miles so the eninge does not get hot. On the 2.3 the guage I am told is independent from the Computer, so it is not directly making the CEL, The engine feels hot, but not HOT.
Personally I am driving a VW Diesel, and have lost my feel for a gas engine.
I am using a CarChip because the 1995 Ranger is one of the first vhielicles to be OBD2 complyant. The device gave my VW a P0673 which turned out to be a Glow Plug problem. I only had a few days at Thanksgiving to look at this Ranger, and the P1444 floored me. It is a Low Flow in a Evap Valve. I have no idea what the gas mileage is, nor what has been done so far.
My gut feeling is that That guage sould be reading 1/3 to 1/2 scale, then go from there.
Just going on what has caught me in the past. I have had problems with the wheels. I bought a 1/2 in Breaker bar and checked all the lug nuts. They were in good condition. Told my son. He said that I did not have to do that. He had just had the tires rotated. In that I did not know that I checked them first.
I have found that a book that shows the gas fillups, and oil changes and service, a real help to finding problems, and I would have saved $30 for the breaker bar.
