Are those flares stock on the front, I haven't ever seen them on a stepside?

the truck was in a minor wreck which involved the front end, before i bought it so i guess the flares were put on there when it was repaired..i dont know much about flares/stepsides and everything..maybe a one-of-a-kind, unintentional mod. i do know the truck has ran awesome since i bought it and can't wait to get it lifted!
