Rear Brake Clicking/Scrubbing

Rear Brake Clicking/Scrubbing
I have a 2003 extended cab 4X4 ranger with the 4.0. While coasting a low speed (around 20 mph) i was hearing a clicking/scrubbing sound. After I get up to thirty mph I can not hear the sound. I only hear it at low speeds (15-30 mph). I pulled my drum off and my rear brakes were worn out and the drum had a groove in it from the worn out shoes. I changed the brakes shoes and put everything back together. The sound was still there. Next I put a new hardware kit on the brakes and the sound was still there. Next I replaced the drum with a cheap ebay one and the sound was still there. Next I realized I had the primary and secondary shoes all messed up and I fixed that and the sound is still there. What do you guys think the problem is? Should I take my original ford drums and have them machined/turned? My new brake shoes are performance friction carbon metallic from autozone.
