does fuel tank vent effect fuel filling?

So this may seem stupid but I'm new to fords and everything is backwards from what I'm used to.. even the bellhousing bolts are backwards... anyway I have an issue filling my 92 ranger and today I yanked the bed. I've been reading alot of other posts with people having this problem and they say the vent is in the filler neck that it is bad but there's nothing in the neck that can really fail.
Prior to this, the filler hose was rotted and was leaking gas so I changed it in the vehicle before pulling the bed >.> yeah now i know why we pull the bed. I'm having an issue where the filler just fills with fuel and won't go into the tank until you drive the vehicle. I'm thinking I didn't have the hose all the way on the tank side right and the angle was actually causing the fuel to puddle up just under the filler neck and not allowing fuel to drop into the tank but I found this valve about 6" behind the pump inside a frame rail with a line running to the canister. My question is the rubber hose coming off this is kinked. Looks like it's been that way a LONG time, does this have any effect in filling? or is that only done with the vent in the filler neck?

All gas tanks have a vent hose, that's the only way you can add gas to the tank, the air must be let out so gas can go in.

Not a Ford thing, just laws of physics.

Some rangers have a vent hose next to the Filler hose and some have a vent hose inside the filler hose.
Each vent hose terminates at a hole inside where gas cap screws on
So when you put in the gas pump nozzle it goes in past the air vent hole(s)

This is an example of single hose setup: http://i.ebayimg.com/images/i/370463...-1/s-l1000.jpg

The gas goes in and comes out the longer tube, the vent is the larger tube, the air can flow out around the inner tube, under the gas cap you will see air vent holes around where the nozzle inserts.

Example for two hose setup here: https://www.ranger-forums.com/attach...k-imag0885.jpg

Smaller tube is the air vent, under the gas cap you will see the vent hole for that smaller tube, nozzle inserts past that hole so air can easily get out

If nozzle keeps shutting off before tank is full or you have to put gas in slowly then you do have a clogged vent hose.
Yes filler hose can also kink, and that would cause gas to back up the filler hose and shut off the nozzle.

The hose that runs to charcoal canister in engine bay is part of the EVAP system, so can't/won't effect gas flowing into the tank.
EVAP system uses engine vacuum to create a slight negative pressure in the gas tank, so any fumes generated by warm days and/or gasoline sloshing around is sucked from the tank thru the charcoal and burned in the engine.
If EVAP system is working then after driving a bit and then stopping to get gas, when you open the gas cap you will often hear a whoosh of air being pulled into the tank, that was created by EVAP system.

Very informative. Thank you. I've looked at filler necks but really don't want to spend the $200. I have a single hose system. I tried replacing the hose only and there was no primary line inside the hose. My filler looks like this

then the rubber tube goes to the tank with a large opening on the tank

If you just replaced that part then it looks like the smaller hose, inside the larger one, has fallen into the tank or you didn't pull it out to connect to that smaller connection in the pictured part.

Watch this video: www.youtube.com/watch?v=zRuplIxMc1Y

1992 Ranger filler tube replacement

The gasoline goes down the smaller hose into the tank
The air comes out the larger hose

I see these filler hoses for $40 on ebay: http://www.ebay.com/itm/BRAND-NEW-GA...-/122097952541
