Welcome to the forum.

No, fuel pump is powered by a Relay found in the engine fuse box.

The Fuel Pump Relay gets power when key is turned on, but Relay is Grounded by the computer(PCM), to be turned on and off.

So PCM controls the fuel pump power
Fuel pump power
Battery------Fuel Pump Fuse(30 amp)-----------Fuel Pump relay---------inertia switch(in cab)----------------Fuel pump

Fuel pump control

Battery-----50amp fuse----Ignition switch-----------Fuel pump Relay(coil)-----------Computer---ground

Ford computer turns on fuel pump(grounds relay) for only 2 seconds when key is turned on, computer won't turn it on again until RPMs are above 400
But you can turn the key off and on again as much as you want, and fuel pump should run for 2 seconds each time.

If you are wondering why the fuel pump just doesn't come on and stay on when key is on, it is for safety reasons, if there was an accident or roll over the last thing you would want is an electric fuel pump continuing to pump out fuel from a broken fuel line!!!
So if engine dies, RPMs below 400, then fuel pump is shut off.
