Icon9 AC compressor clutch doesn't engage

Thanks for the previous tip on my brakes, now I've got another problem.

My AC cut out about four years ago -- yeah, a long time -- but I finally got around to fixing it, mostly because I'm moving over 1000 miles to Colorado and AC would be nice!

Here's what I've tried:

I loaded up the refrigerant, checked the pressure (~45 psi), and found no leaks. When I went to test out the AC, the compressor clutch doesn't engage.

I've tested the voltage across the connector, and I get zero.

I've checked the fuses for the AC, they test fine.

I've jumped the clutch directly from the battery, and that engages the clutch fine.

I've tested the in-line diode between the connector and the relay, and the diode functions fine (measures 1500 ohms in the forward biased direction).

I've tested the low-pressure switch, and the circuit is closed.

I've swapped the PCM and A/C power relays to test the relay, and the car starts fine.

So, I'm at a loss here... what should I try looking for now? Could it still be the wiring?

I'm a sad panda right now. :(
