Hmm.. Questions on lifting.
If I wanted to lift my truck say 1-2", simply for ground clearance and height, not going to be mudding at all, I'd keep All-Weather tires on probally.
What would be the easiest, and safest way to go about it?
How much would my MPG drop?
Will I still be a 'stable' truck platform or would I become more SUV / Top Heavy?
And I hear all this talk about switching out gears, what does this do?

if your staying with the same size tire +1-2" you dont need to worry about re-gearing, its more to regain lost "power" idk how to say it...its hella slower with bigger tires and stock gears
1-2" you could get a body lift? the smallest suspension lift your truck is the 3-4" Superlif kit.. i believe it will work for mazdas?

With a 98... I think you could get away with simply switching in Explorer Leaf springs in the rear and cranking the t-bars in the front.
Long as you can find a junked out Explorer and pick up the leaves fairly cheap you'll get about 1-2 inches of lift all around.
I'm 90% sure you could do that, but since your a Mazda can't say for certain.
One other thing with a Body Lift, and the same tires you have now, you would not gain any ground clearance. Your frame would stay exactly where it is.
All a body lift does is exactly what's it name is. Lifts the body of the frame. Helps you fit bigger tires.
As for what will happen. If you go with the t-bar crank/explorer leaves your truck will ride much rougher. The front will be much more stiff as will the rear (the leaves are made for heavier vehicle after all).
If you just go with a body lift you probably won't see much difference, especially if you go with 1 or 2 inches.

then he doesn't have torsion bars
you could get some 2" lift coils for the front and then a shackle for the back.
coils can be found here: http://www.sporttrucksuspension.com/rangerlift.htm
for the shackle you can get a chevy 1500 drop shackle (belltech #6400) or just search ebay for chevy shackle (there are many on there)
then he doesn't have torsion bars
