I don't know what I'm doing

The recommended factory tire for my Splash is a 235/60-15

I want a high performance tire that looks sporty, but don't want to fork over the money for the 16" or 17" wheels.

I found some Falkens online. They are 215/65-15 and they look freaking awesome and got good reviews. All four, shipped for $255.80 Is this going to be too small for my little truck? I want the tire to be a little wider, that's cool with me, but to go from a 235 to a 215? Is that bad?

A 215 tire is narrower than a 235 tire. That number is millimeters of section width. So a 215 is about 20mm or 0.8" narrower than a 235.

Those two tires come in at about the same diameter, but they are different widths.

ive seen an srt4 that had 255/50 r15 on a 15x7 rim and it looked awesome. The tire sticks out past the rim a good bit but it looks good. And that size would get you a wider tire thats about the same height that comes stock.
