I was in the process of replacing the valves on my 99 and I took a picture of them after I took off the intake and the other 3 looked normal whereas this one looked too rusty, along with the head. It was running when I took it apart, but not great. If the heads rusting like they, is there a way to have it refurbished or would it be better off replacing the engine or selling
Did it sit for a while? You say it was running but rough. If the valves are rusted shut there are other issues on the top end. The only real way to know is remove the head and take it to a machine shop. Or just get a new head fully assembled and keep going if the block looks ok.
I had a blown head gasket on my 2.5 and it was actually less expensive to get a refurbished head from the internet. (I forget the name of the place off hand) It was in perfect shape with all new valves and guides, and camshaft.

It sat for about 2 1/2 months with a bad fuel pump and after it got replaced thats when it was started running rough. Took it to a shop and they said it had a burnt valve and it jumped the timing. They offered to tow it back to my house and I drove it around the neighborhood a few times before I started the head job which took about another 2 months for me to get around to.
