I need help 2.3 8plug no spark

New plugs, wires, coil packs. Icm tested and good i got fule but no spark got 12v going into coils but nothing coming out on the signal wires help please

What year?

There were 2 systems, 1989-1994, and 1995-1997

1989-1994 only has spark on the exhaust side coil during startup, and had a separate ignition control module(ICM) to operate spark system, these did fail
