Attachment 18018While I had the bed off my truck I noticed a spare fuel tank above spare tire. It looks like it has its own fuel pump. Is this a reserve tank? Strange huh?

 

Not a fuel tank, it's part of your emissions there to capture gas fumes.

some of them have purge pumps on them im not sure about this one though

That is a solenoid vacuum valve.

 

Can you run the veichle without the has emissions thing above the spare tire.

 

Yes, it is an emissions device and won't effect engine operation, but don't overfill the gas tank or gasoline will run out the vent hose
When it "clicks" off STOP filling the tank, DO NOT top it up <<< this is one of the reasons that part fails, people overfilling gas tank
