2003 rpm issue.

I just bought a 2003 3.0 4x2 ranger a couple of weeks ago. It's only got 96,000 miles on it and roughly 100 miles on a new transmission. I noticed that it's really slow at accelerating and will only go up to 3000 ram, even when I'm parted and hit the gas pedal. Would anyone know what could be causing the issue?

Not much to go on

Low fuel pressure, should be 60psi
Clogged fuel filter

Clogged air filter
OR
Clogged exhaust system

While in Park or Neutral, I don't believe you can rev above 3000 rpm... rev limiter. I'm not sure if it's possible but perhaps there is something amiss with the new trans(likely rebuilt)where the ECM doesn't know you're in DRIVE, or a valve body issue... how does it shift? Smooth, hard, stay in gear a long time?

It shifts rough going from 1st to 2nd if I'm going slow, but not to bad when I'm driving normally.

I was thinking it could be a fuel issue, but I'm not sure what the pressure is. I was going to start with plugs, wires, and a fuel filter and wanted to see if it fixed it.
