94' 3.0 V6 Ranger Cranks, no Start

My 94' Ford Ranger V6 3.0 Stick 5spd wouldn't start back up today on the job. I replaced practically the entire ignition system last year and have not had any real issues with it in that time.

The ignition related parts I've replaced in the last 1.5yrs are as follows:
*Spark Plugs, Spark Plugs Wires, Ignition Coil + Wire, Ignition Control Module (ICM), Entire Distributor, Starter Clinoid, New Starter, New Battery, New Alternator*

I was driving all day back and forth to the dump and and my last job it wouldn't start back up after being parked. The truck cranks real strong but doesn't seem to "grab" or start the truck. I tried testing for spark with a screwdriver and couldn't find any so I got a ride to the auto shop and bought a new ignition coil (my only guess), but no luck.

I just got towed home, I took off the Distributor Cap and verified that the rotor was spinning when cranked. I tested for voltage at the ICM plug when cranked and verified that it receive 12V each time the rotor spun over it's mark. I'm trying to researching similar issue online but I've already replaced all the likely culprits and am having trouble finding the problem.

I had to cancel my jobs for tomorrow so I'm trying to find and fix the issue ASAP. All advise/ideas are appreciated, cheers.

Do the 50/50 test

Spray fuel into the intake, gasoline, quick start(ether), carb cleaner, ??
Try to start
If it starts and then dies you have a fuel delivery issue
If it doesn't start its a spark issue
50-50 instant results

Just a heads up
CEL(check engine light) should come on with key on, that means computer has booted up
CEL should go OFF as soon as engine starts to turn(cranking), that mean computer is seeing a timing signal from ICM(distributor) so will start fuel injectors

3.0l has a remote mounted ICM which usually didn't have issues like the distributor mounted units

You can HEAR the fuel pump run for 2 seconds with key ON
It only runs 2 seconds but its not quiet
Repeat key off and on a few times to confirm you hear it run, a HUMMMM from behind cab, or you don't hear it

The CEL is doing what it always has, turns on with key on and turns off when cranking.
I do hear a short humm after turning my key to the on position. I also verified the fuel pump at least had pressure by nudging the fuel rail port with a knife and had fuel spray into my face.
I'll try spraying into the intake tomorrow morning and report what I find, thanks.

If it starts up by adding fuel manually and then dies the fuel injectors are not opening so its a computer issue

I just had to replace the 3 blue capacitors in my 1994 4.0l computer because of no start, but was intermittent
Under $5 to fix, and good as new now
Its getting to be a common issue on the older EEC-IV computers, because they are 27+ years old now, and these 3 capacitors start to leak and fail
