The computer adjusts the cam timing signal to match crank position signal as well, so best guess, within 1 or 2deg is usually close enough
Its not like a distributor where you can adjust it for better performance, just FYI, computer has its best timing preset
I think 1999 is when Ford changed to 2 wire Cam sensors, so make sure you get a 2 wire model, they are not interchangeable

Not sure what you mean
Crank will have a keyway and thats TDC when at 12:00, or crank pulley will have a TDC mark with a pointer on front engine cover, but you need to find TDC compression stroke, so pull out all spark plugs so you can turn the engine easily
Put compression gauge or FINGER, into #1 spark plug hole, turn crank clockwise until you feel resistance or finger starts to get pushed out by air pressure, keep turning and next TDC is what you want
You want 10deg after TDC for cam sensor install, so turn crank clockwise just past TDC
